explicit is like directly, or clearly...so slavery for instance is a direct explicit racism. Same with Jim Crow Laws, etc. Non-explicit is racism happening indirectly. The ppt talks about Hispanics and Marijuana use. People were racist against hispanics, but instead of directly passing laws or something against hispanics, there were laws created banning marijuana since hispanics were associated with marijuana use.
